The quantity is fixed by two sources that were produced independently of each other — a schedule and a specification section, or two measurements by different mechanisms. Price it with confidence.
One defensible read. Sound for pricing, and the basis is printed beneath every line, so you can judge it yourself rather than take our word.
The documents cannot support a number, or they contradict themselves. We name the gap and what would close it. We never close a gap with an assumption and then report it as a quantity.
Worked example · why one line is SILVER, not GOLD
Acoustical ceiling — the second measure that did not agree
The ceiling area was measured room by room and then attacked a second way, by reconstructing the drawn 2×2 grid lattice off the reflected ceiling plan and integrating it. Three separate mechanisms were tried. The horizontal and vertical passes of the lattice disagreed by 51%, 26% and 56% across those attempts — because the grid is drawn at full density in some rooms, omitted in others, and overlaid by an existing ceiling that is scheduled to remain. Two independent mechanisms that disagree past 10% do not produce a number. So the ceiling quantity carries one defensible read and is marked SILVER, not GOLD, and this paragraph is the reason. We publish the attempt that failed because an estimator pricing this scope needs to know which of our numbers is carried by one method and which by two.

What the documents could not support · 10 items
Ten gaps, named before bid day.
Every one of these is a real gap in a real issued bid set. They are published because an estimator pricing this scope needs them before bid day, not after.
- Division 07 does not exist in this project manual. There is no thermal-insulation section and no penetration-firestopping section, though six other sections cross-reference '078413 Penetration Firestopping' as if it were issued.
- The only firestopping specification in the manual is embedded inside Section 220529, a plumbing hangers-and-supports section. Wall and ceiling firestopping has no home.
- No tiling section exists anywhere in the manual.
- Level 5 gypsum finish is not specified, though epoxy wall coatings are.
- No moisture- or mold-resistant gypsum board is specified for the two restrooms or the janitor room.
- Section 087100 Door Hardware is cross-referenced by the wood-door section but was never issued.
- The finish-schedule tag BL-E appears on eight rooms and is decoded nowhere in the manual.
- Floor preparation over the existing slab is not addressed, in a renovation with a urethane sealer over the full floor area.
- The reflected ceiling plan's legend calls AC-2 'moisture resistant'; the specified product is described as high-washability. Same panel, different language.
- The drawn ceiling grid does not extend over every scheduled ceiling area, which is what defeated the second measurement (see worked example).
